This book provides a fresh examination of the cosmopolitan project of post-war Europe from a variety of perspectives. It explores the ways in which European cosmopolitanism can be theorized differently if we take into account histories which have rarely been at the forefront of such understandings. It also uses neglected historical resources to draw out new and unexpected entanglements and connections between understandings of European cosmopolitanism both in Europe and elsewhere. The final part of the book places European cosmopolitanism in (...) tension with contemporary postcolonial configurations around diaspora, migration, and austerity. Overall, it seeks to draw attention to the ways in which Europe s posited others have always been very much a part of Europe s colonial histories and its postcolonial present. ". (shrink)

What is R.K. Narayan’s position in relation to his story “Such perfection”? It is natural to interpret him as conveying a message similar to one Western readers are familiar with from ancient Greek myths: fear perfection; it offends the gods. But there is room for a more complicated interpretation.

Shashi Tharoor criticizes R.K. Narayan for using expressions that seemed to have been learnt from a school textbook and have been hollowed by repetition. But he does so using an expression that sounds as if from school. What are we to make of this? I propose that it undermines one of his other criticisms, which is that Narayan’s style reflects his narrow experience and cannot be used beyond that range.

Despite all its merits, the vast majority of critical attention devoted to colonialist literature restricts itself by severely bracketing the political context of culture and history. This typical facet of humanistic closure requires the critic systematically to avoid an analysis of the domination, manipulation, exploitation, and disfranchisement that are inevitably involved in the construction of any cultural artifact or relationship. I can best illustrate such closures in the field of colonialist discourse with two brief examples. In her book The Colonial (...) Encounter, which contrasts the colonial representations of three European and three non-European writers, M. M. Mahood skirts the political issue quite explicitly by arguing that she chose those authors precisely because they are “innocent of emotional exploitation of the colonial scene” and are “distanced” from the politics of domination.`1We find a more interesting example of this closure in Homi Bhabha’s criticism. While otherwise provocative and illuminating, his work rests on two assumptions—the unity of the “colonial subject” and the “ambivalence” of colonial discourse—that are inadequately problematized and, I feel, finally unwarranted and unacceptable. In rejecting Edward Said’s “suggestion that colonial power and discourse is possessed entirely by the colonizer,” Bhabha asserts, without providing any explanation, the unity of the “colonial subject .”2 I do not wish to rule out, a priori, the possibility that at some rarefied theoretical level the varied material and discursive antagonisms between conquerors and natives can be reduced to the workings of a single “subject”; but such a unity, let alone its value, must be demonstrated, not assumed. Though he cites Frantz Fanon, Bhabha completely ignored Fanon’s definition of the conqueror/native relation as a “Manichean” struggle—a definition that is not a fanciful metaphoric caricature but an accurate representation of a profound conflict.3 1. This paper responds to Shashi Tharoor’s criticism that “much of Narayan’s prose reads like a translation.” He does not name any writers in another language to back up his claim and without doing so there is an explanation for his impression, but one which leaves it looking misleading.

The World Medical Association’s revised Declaration of Helsinki endorses the view that all trial participants in every country are entitled to the worldwide best standard of care. In this paper the authors show that this requirement has been rejected by every national and international committee that has examined this issue. They argue that the consensus view now holds that it is ethically permissible, in some circumstances, to provide research participants less than the worldwide best care. This paper implements the continuous Hindi Automatic Speech Recognition (ASR) system using the proposed integrated features vector with Recurrent Neural Network (RNN) based Language Modeling (LM). The proposed system also implements the speaker adaptation using Maximum-Likelihood Linear Regression (MLLR) and Constrained Maximum likelihood Linear Regression (C-MLLR). This system is discriminatively trained by Maximum Mutual Information (MMI) and Minimum Phone Error (MPE) techniques with 256 Gaussian mixture per Hidden Markov Model(HMM) state. The training of the baseline system has been done using (...) a phonetically rich Hindi dataset. The results show that discriminative training enhances the baseline system performance by up to 3%. Further improvement of ~7% has been recorded by applying RNN LM. The proposed Hindi ASR system shows significant performance improvement over other current state-of-the-art techniques. (shrink)

This paper introduces the medical factual matrix as a new and potentially valuable tool in medical ethical analysis. Using this tool it demonstrates the idea that a defined medical intervention can only be meaningfully declared futile in relation to a defined goal of treatment. It argues that a declaration of futility made solely in relation to a defined medical intervention is inchoate. It recasts the definition of goal futility as an intervention that cannot alter the probability of the existence of (...) the important outcome states that might flow from a defined intervention. The idea of value futility and the extent of physician obligations in futile situations are also addressed. It also examines the source of substantive conflicts which commonly arise within the doctor-patient relationship and the ensuing power relations that operate between doctor and patient when questions of futility arise. In this paper, I examine how the idea of self-rule is dramatised and articulated in the Protagoras and the Gorgias with respect to the apparently different treatments of hedonism. Looking at the former dialogue, I describe how the hedonist premise develops from a dramatic image of disorder, specifically the absence of self-rule. I then consider whether the evidence from that dialogue has any bearing on the Gorgias’ discussion of hedonism. I conclude that the Socratic rejection of hedonism in that text (...) is about the Calliclean abandonment of any concern for self-rule, an abandonment that actually masquerades as a commitment to self-rule. This analysis is used to present a more general account of what Socrates considers to be the capacities required for good citizenship. (shrink)

The essay begins by the author's recollections of his younger days when people were seldom worried about moral decline in society. Today, however, it has become a real concern. Literature, philosophy, spiritual works are all essentially a celebration of human values. The paper examines the issue of scale of graded values as against that of absolutist universal values. A scrutiny of English literature reveals that some key literary figures in eighteenth-nineteenth century England drew attention to the decline of human values (...) accompanying increasing industrialization. The author discusses his own views on the management and role of human values in it, as also on human values and man's divine nature. He discusses the leader's role and an action programme for human values. The universality of Vedantic monism, and its triple idealism, is suggested as a basis for the regeneration of human values. Contemporary appeals for a deepening of civic friendship in liberal democracies often draw on Aristotle. This paper warns against a certain kind of attempt to use Aristotle in our own theorising, namely accounts of civic friendship that characterise it as similar in some way to Aristotelian virtue friendship. The most prominent of these attempts have focused on disinterested mutual regard as a basic ingredient in all Aristotelian forms of friendship. The argument against this is that it inadequately accounts for the (...) idea of a virtue friend as another self, which we find in Aristotle’s thought. When we attend closely to that, we see that civic friendship is different in a fundamental way from virtue friendship because virtue friends are keenly committed to the moral improvement of one another. It is argued that Aristotle does not see civic friendship in the same way. However, if this argument about the differences between the forms of friendship cannot be accepted, the paper argues that we should not draw on Aristotle for an understanding of civic friendship because any similarity it might have to virtue friendship would license illiberal interventions in the lives of citizens in service of some idea of moral improvement. A seeming connection between Aristotelian civic friendship and thick conceptions of citizenship is replaced with a connection between it and thinner conceptions. (shrink)

This paper argues that the National Institute for Health and Clinical Excellence should not offer guidance in situations where there is insufficient evidence equipoise about the potential benefit of the treatment in question. This is broadly for two reasons. First, without knowing if the treatment is effective no cost-effectiveness judgement can be logically made. Second, the implementation of a population wide change in treatment where there is equipoise amounts to a de facto clinical trial that falls outside the Clinical Trials (...) Regulations. As such there are strong ethical and possibly legal grounds for preventing such an outcome. Guidance based upon insufficient evidence equipoise also impacts upon the clinical discretion possessed by individual medical professionals. (shrink)

It has been customary to believe that apart from selection and abridgement Diodorus Siculus made little contribution to his Scholars have admitted the contribution of Diodorus himself when he refers to his native town Agyrium with some pride and to Sicily in general and when he occasionally records details of his own life. Beyond statements of this character, however, the tendency has been to assume that the origin of any particular statement is to be sought in the single source which (...) Diodorus was currently using, or, as others would argue, in the major source supplemented by a subsidiary source, or, as Tarn would postulate for 17, the medley of sources used by the Sicilian historian. An examination of the attribution of one item in 17 may throw some light on Diodorus as an historian. (shrink)

For those to whom John Bowring's name means anything, the most likely association with it is the complex and question-begging term ‘Benthamite’. Contemporaries certainly used the term, particularly when they wanted to suggest that his actions were narrowly ideological or theoretical. But to some of Bowring's contemporaries another association served hostile intent almost as well: his Unitarianism.
